Its understood that planning permission will be sought for a public recycling centre in North Kildare later this morning.
A proposal for the civic amenity centre is also poised to go on public display, and submissions will be invited.
This site is at Junction 6 on the M4.
Kildare North Fianna Fáil TD, Frank O'Rourke, is indicating that the facility may cost in the region of €3 million.
Meetings on the matter have already taken place between Minister, Richard Bruton, and Kildare County Council's Director of Services, Joe Boland.
Deputy O'Rourke says "It is expected that a further meeting which I’m pursuing between the Minister and Council officials will take place shortly on this facility to get the department to assist with funding.”
