NAMA is being called upon to transfer the stalled shopping centre in Naas to Kildare County Council.
Work began on the Corban's Lane project in 2007, but ceased in 2008 at the advent of the recession.
The property has been in NAMA since 2011.
The cranes, used in the construction of the building, have only just been removed from the site, having loomed over the town for a decade.
Ind. Naas Cllr., Sorcha O'Neill, says, as the site cannot be sold, the assets management agency should transfer it to KCC.
