A second round of discussions between the EU and AstraZeneca have resulted in "dissatisfaction", according to the Health Commissioner, Stella Kyriakides.
Member states are unhappy with what they say is a lack of clarity, and insufficient explanations about the vaccine delay.
It emerged over the weekend that the company would be cutting the number of doses it provides to EU nations, by 60%.
