A Kildare councillor says the local authority's housing construction targets are too low, and a national housing emergency should be declared.
Kildare County Council's social housing delivery target, set by government, is around 1,200 this year.
However, around 130 of these homes will be constructed by the local authority.
The remainder will be delivered through purchase, leasing mechanisms like HAP and RAS, and by approved housing bodies.
There are around 5,000 applicants on Kildare's social housing waiting list.
