Micheál Martin has said he knows a number of his TDs will be disappointed they didn't make the cabinet.
It comes after criticism of his passing over of Dara Calleary for a full ministry - and others like Jim O'Callaghan, Thomas Byrne and Anne Rabbitte.
The Taoiseach has said junior ministerial appointments will reflect concerns about gender and geography as well as being focused on ability.
