Ukraine's military says Russian pledges to scale back operations in two key cities is an attempt to mislead.
The Kremlin is withdrawing forces from the outskirts of Kyiv & Chernihiv.
But Western officials believe soldiers are being redeployed elsewhere.
The Russian announcement followed peace talks with Ukraine in Turkey.
