440 people, nationally, and 127 people in the Kildare Wicklow Education and Training Board area have committed to training, but have yet to be able to begin their apprenticeship.
John Brady is a Sinn Fein TD for Wicklow.
He says some people have been given several start dates, which haven't come to pass.
