Both men are being questioned at a garda station in the Dublin area.
Public order units were deployed early yesterday morning after a number of cars were set on fire in the Brookfield Road area of Tallaght.
Later, during an incident of dangerous driving, there was an attempt to ram an official Garda car.
The Air Support Unit helped gardai find the car responsible in the Wicklow area - and two men were arrested close by.
