That's double the figure for 2019.
71 HSE staff were paid over €350,000 each last year - over twice as many as in 2019.
23 got over 400,000 each, including basic pay, overtime and other allowances.
The highest earner received over €640,000, as the HSE's spend on pay increased last year due to the pandemic.
Stephen McMahon, from the Irish Patients Association, is calling for the spending to be reviewed.
