The Citizens' Assembly on Drugs is currently examining changes that could be made to help the situation.
Emergency Departments throughout the country are becoming overwhelmed with the number of drug related cases presenting at Emergency Departments.
As the Citizens' Assembly on Drugs enters its second day more than 100 people taking part are examining the changes that could be made to reduce the impact of illegal drugs on society.
The current Citizens' Assembly is expected to run until October when it votes on its recommendations.
Emergency Physician Dr. Chris Luke told the assembly Emergency Departments in every part of the country are stretched to the limit.
