Many hospitals have ignored requests to ease restrictions around partner visits.
The HSE's expected to meet with patient advocates today to finalise new guidelines on access for partners to maternity units.
Many have been unable to attend scans, labour and childbirth during the pandemic, despite facilities being urged to allow visits.
Last night, the Taoiseach said the new guidelines on maternity access will be published in the coming days.
Labour leader Alan Kelly says what's happening isn't good enough:
Many hospitals have ignored requests to ease restrictions around partner visits during the pandemic, despite requests from government and the HSE to do so.
Deputy Kelly says it scandalous the issue has dragged on this long:
"Maternity care should not be an afterthought, but that has been the consistent approach by this government.

'At every step, and every stage, women and pregnant people have been ignored," says @HollyCairnsTD #bettermaternitycare #roadmapformaternity https://t.co/35Psn5Jv5n
The Social Democrats, on Wednesday afternoon, called for the government to immediately publish a roadmap for easing restrictions on maternity services.
TD Holly Cairns says it's a "glaring omission" in the reopening plan and that pregnant women have been consistently ignored.
New guidelines on partner access to maternity units will note that restrictions must be kept at the minimum level needed.
The HSE is meeting with patient advocates today to finalise the new rules, which are due to be published later this week.
